Nadine C. Deleon Guerrero is the Network Director of the CNMI Small Business Development Center (SBDC) Network at Northern Marianas College. She oversees the Lead Center in Saipan and Service Centers in Tinian and Rota, collectively serving over 1,000 clients across the Commonwealth. Nadine manages the Network’s programmatic and financial activities, including providing high-quality advising, technical assistance, and training opportunities to support business planning, marketing strategies, and entrepreneurial capacity building. She leads a team of eight professionals and oversees an annual budget ranging from $700K to over $1M in federal and state funding.

Nadine began her public service career as the Public Information Officer and Tsunami Hazard Mitigation Planner with the CNMI Office of Homeland Security and Management. Prior to her current role, she served as Chairman of the CNMI Cannabis Commission, where she oversaw the development and implementation of the cannabis industry’s regulatory framework. During her tenure, eleven license applications were vetted and approved for business operations in the Commonwealth.

In recognition of her contributions, Nadine was honored with America’s SBDC 40 Under 40 award in 2023 for her leadership in establishing the CNMI SBDC Network. In 2019, she received the CNMI Office of the Governor’s Leadership Award for her work in response to Super Typhoons Yutu and Mangkhut.

Nadine holds a Master’s Degree in Public Administration and a Bachelor of Arts Degree in Communication, with a double emphasis in Public Relations and Mass Media and double minors in English and Writing, from the University of Guam.
