Restmena S. Nonumwar serves as the Deputy Director of the Department of Administrative Services for the Chuuk State Government. In this role, she oversees administrative operations and supports budget preparation, processing, and final approval through appropriation, ensuring the effective management of state resources.

Prior to her current position, Restmena served as a Budget Analyst for 10 years, where she contributed to annual budget preparation, and as an Accountant at the FSM Postal Service for nine years. Her professional development includes participation in numerous training programs and conferences such as APIPA, IGFOA, and GFOA, further strengthening her expertise in government finance and administration.

Restmena holds a Bachelor’s Degree in Business Administration with a focus on Accounting from the University of Guam (2001) and a Master’s Degree in Business Administration with an emphasis in Accounting from the University of Phoenix Online (2022). She is currently pursuing a Doctorate in Management from the University of Phoenix Online.
