Heather Pangelinan is the Director of the Division of Public Health Services for the Commonwealth Healthcare Corporation (CHCC) in the Commonwealth of the Northern Mariana Islands (CNMI). She leads a team of over 135 staff members responsible for implementing public health laws across the territory. Heather oversees multiple public health programs, including those focused on infectious and non-communicable diseases, environmental health, and maternal and child health. Her role involves strategic direction, operations management, and fostering partnerships with local, regional, and national organizations.
Heather has played a pivotal role in the development and evaluation of community health initiatives in the CNMI. Her accomplishments include establishing the territory’s first Family-to-Family Health Information Center for families of children with special healthcare needs, launching the CNMI Pregnancy Risk Assessment Monitoring System (PRAMS), and serving as the CNMI’s COVID-19 Vaccination Operations Chief during the pandemic, overseeing the mass vaccination campaign.
Heather holds a Bachelor’s Degree in Social Science from Boise State University and a Master of Science Degree in Counseling from Grand Canyon University.
