Fernando B. Esteves is the Deputy Director of the Guam Housing and Urban Renewal Authority (GHURA), where he oversees housing and community development programs. With a focus on addressing critical housing needs, Fernando has emerged as a subject matter expert on housing and community development for the Government of Guam.
Fernando began his career in the United States Army in 2003, serving as a Combat Medic in leadership roles for over 18 years, including multiple combat tours to Iraq and Afghanistan. In 2014, he founded Eco-Friendly Resources, an environmental consulting and compliance company, where he continues to serve as President. He was elected to the 34th Guam Legislature in 2016, where he chaired the Ethics Committee and served as Vice-Chairman on Health.
During the COVID-19 pandemic, Fernando served as a medical planner and later as Incident Commander for Guam’s COVID-19 response from 2019 to 2022, contributing to the island’s strategic response and recovery efforts.
As a native inhabitant of the Marianas with Micronesian roots extending to Satawal, Fernando is an advocate for indigenous rights and cultural preservation. His dedication to public service and community development continues to inspire his work in both government and the private sector.
