Justin B. Castro is the General Accounting Supervisor at the Guam Department of Education (GDOE), where he leads the Budget Office in overseeing budget development and ensuring the accuracy of financial records. In this role, Justin focuses on compliance with financial reporting standards, optimizing financial processes, and contributing to strategic financial planning for the department. Prior to joining GDOE, he worked at Guam Waterworks Authority, where he streamlined accounts payable processes and supported the Capital Improvement Project team.
In addition to his role at GDOE, Justin serves as the Chairman of the Supervisory Committee at Community First Federal Credit Union, overseeing internal audits and ensuring transparency and accountability. He is a Certified Government Financial Manager (CGFM) and a Certified Fraud Examiner (CFE), with a strong dedication to promoting integrity and efficiency in government financial management.
Justin was named one of the 50 under 40 Emerging Leaders in the Government of Guam in 2021 and received the Emerging Leader Award from the Association of Government Accountants (AGA) Guam Chapter in 2023. His broad experience across government and financial sectors equips him to manage complex financial operations and develop innovative solutions to achieve organizational goals.
Justin holds a Bachelor of Business Administration in Accounting and Economics from the University of Guam. He is also active in professional organizations, including the Association of Government Accountants, where he currently serves as Membership Director for Social Events.
