Stephenia Emanuela Tinag Gilsowuth serves as the Strategic Development Plan Coordinator for the Yap State Government under the Office of Planning and Budget, Division of Planning. In this role, she coordinates the policy direction of the State by executing the goals and objectives outlined in the Strategic Development Plan. She collaborates with government departments, agencies, and communities to plan and implement priority projects, including asset procurement and major infrastructure initiatives.

Stephenia is also a member of the Yap State Government Committee tasked with engaging stakeholders to develop a new Strategic Development Plan for the State and its people.

She holds a Bachelor’s Degree in Economics and Tourism Management from the University of the South Pacific. Over her career, Stephenia has earned various certifications through government-led workshops and trainings that have enhanced her professional skills and leadership abilities.
