Garlyn Ulang Ngirchemat serves as the Health Planner for the Republic of Palau Ministry of Health and Human Services (MHHS). Based in the Division of Health Policy, Research, and Development, she oversees the development of policies, standard operating procedures, reports, and intervention plans. She also serves as the secretariat for the MHHS Forms Committee and the Palau Institutional Review Board. Garlyn collaborates with partners and stakeholders to develop strategic plans that promote healthcare sustainability and advance health equity initiatives.
Prior to her current role, Garlyn worked as the Risk Communication Lead within the MHHS Emergency Health Program. In this position, she conducted community outreach to raise awareness about emergency preparedness, disaster risk management, and virus prevention measures, contributing to enhanced public health resilience.
Garlyn holds a Bachelor’s Degree in Intercultural Communications with a minor in Pacific Islands Studies and a certificate in Conflict Resolution from Brigham Young University-Hawaii. She also earned a Master’s Degree in International Studies with a specialization in Foreign Policy from the University of San Francisco.
