Racquel received a Bachelor of Arts degree in Business Administration in 1990 and Masters of Business Administration 1992 from the University of the Virgin Islands. Upon graduation, Raquel began her twenty-one year career at the Office of Management and Budget, first as a Management Analyst and currently as Senior Budget analyst. As a Management Analyst, Raquel participated in the early strategic efforts of the Government of the Virgin Islands, which serves as a precursor to the Performance Based Budget initiative today. As a Senior Budget analyst, she serves as a team leader for preparation and submission of the annual Executive Budget, aligning fiscal resources with performance indicators in order to ensure accountability to the Territory's citizens. Raquel performs legislative analysis to determine the fiscal and managerial impact each measure has on the Executive Branch and the community. As a member of the community, Raquel is actively involved within her church. As such, she volunteers with her church's youth education committee. She is also an avid supporter of student focused activities at her children's school.
