Georgina Conway

Economist

Georgina is our Country Economist for the Republic of Palau under our capacity building project for the North Pacific, funded by the Asia Development Bank.

 

A British national, Georgina started off her career in HM Treasury (the UK’s Ministry of Finance) in the Fiscal Directorate. She was the founding member of the Balance Sheet Analysis Unit where she built a database for monitoring contingent liabilities and collaborated with functions across government to design and roll out the UK’s PFM reform priority concerning management of fiscal risks and government guarantees. The final contingent liability framework was identified by the IMF and OECD as “International Best Practice”.  As Technical Advisor for the UK’s Director at the European Investment Bank (EIB) in Luxembourg, Georgina was responsible for developing the UK position on strategic issues for both capital projects and internal bank operations. 

 

Following this, Georgina worked in Timor-Leste for 5 years first as an ODI Fellow in the Ministry of Finance where she was Lead Macroeconomist. Here her focus was capacity building: mentoring government officials to develop and maintain robust macro-fiscal models (GDP, inflation and fiscal sustainability) in order to strengthen projections and decision making in the budget process. After her fellowship, she became Economic and PFM Adviser supporting 3 directorates (Economics, Budgeting and Planning) to develop and implement the PFM Reform Strategy. During this time Georgina initiated Timor-Leste’s Quarterly Economic Indicators Bulletin, spearheaded the flagship Fiscal Risks Statement and revamped the Citizen’s Budget to enhance transparency and civic engagement. 

 

In addition, Georgina has undertaken work directly for DFAT regarding their Direct Budget Support Package and has written a paper for UNDP on how government can improve services for rural citizens and most recently, developed the Climate Change strategy for Australia’s $60m Inclusive Economic Development technical assistance program in Timor-Leste in line with the Government’s existing climate commitments and strategic aspirations, focusing on Blue Economy, Renewable Energy, Green Fiscal Policy and Climate Finance. 

 

Georgina holds a Masters (MSc) in Development Economics from SOAS (School of Oriental and African Studies), University of London and a bachelors (BSc) Economics, Politics and International Studies from Warwick University.
