Emil Friberg, Ph.D.

Economist

Emil is an economist supporting publications and special projects as part of the EconMAP team.  In addition to his work with EconMAP, Emil also serves as an adjunct professor at Georgetown University Center for Australia, New Zealand, and Pacific Studies where he teaches a seminar on Pacific Island issues. He retired in 2021 from the U.S. Government Accountability Office where he was an assistant director and senior economist.

At GAO, Emil managed multiple interdisciplinary teams of analysts, attorneys, auditors, economists, editors, engineers, and statisticians in assessing U.S. government operations, programs, and policies, made recommendations to improve government operations, and prepared reports for Congress. His responsibilities included reviews of the implementation of Compacts of Free Association with the Federated States of Micronesia, the Republic of the Marshall Islands, and Palau, with respect to: the role of U.S. economic assistance; the viability of trust funds to support government operations; and compact migration.

His other review areas included: federal grants and minimum wage and immigration implementation in the U.S. Pacific territories of American Samoa, Commonwealth of the Northern Mariana Islands, and Guam; USAID and MCC programs; federal trade advocacy and policy; and State Department workforce diversity.

Emil holds a Ph.D. in economics from the University of North Carolina at Chapel Hill and a bachelor’s degree in economics from the University of Texas at Austin.
