Liam Carson
Economist
Liam Carson is the Country Economist for Palau, supporting the Ministry of Finance on fiscal and economic policy, economic monitoring of major policy initiatives, and strengthening analytical functions within the Ministry. Previously, Liam was a TaxDev Country Advisor in the Ministry of Finance, Planning and Economic Development in Uganda, where he led policy analysis and produced briefs to inform tax reform decisions, including evaluating new tax proposals, assessing the distributional impact of consumption taxes, and using quasi-experimental methods to measure the effectiveness of tax incentives. This followed earlier roles in Uganda as an ODI Fellow and with the International Growth Centre. Before moving to Uganda, Liam worked at Capital Economics in London as a macroeconomist focusing on emerging markets, where he forecast GDP growth, inflation, fiscal balances and public debt, and produced regular client-facing outputs, including concise briefing notes on key economic developments across emerging markets.
