RMI Country Economist
Graduate School USA (GSUSA) is seeking a qualified economist to support the Republic of the Marshall Islands (RMI) under an ongoing technical assistance (TA) project funded by the Asian Development Bank (ADB). This initiative, “TA-10071-REG: A Differentiated Approach to Building Economic Capacity in the North Pacific,” aims to enhance economic capacity in the North Pacific, specifically in the Freely Associated States (FAS) of the RMI and the Republic of Palau.

Key Responsibilities
- Provide technical and policy support to the Ministry of Finance and other government agencies.
- Assist in the implementation of fiscal and economic reforms, including the new tax reform program (VAT and business profits tax), minimum wage adjustments, and the Universal Basic Income initiative.
- Support the establishment of a new Monetary Authority and assess fintech-related developments.
- Monitor the fiscal and economic impact of the Compact Renewal Agreement and advise on strategies to improve the efficiency and effectiveness of public financial management.
- Contribute to capacity-building efforts, including training and mentoring government personnel.
- Conduct economic analysis and prepare policy briefs to inform decision-making.
Qualifications and Experience
- Advanced degree (Master’s or Ph.D.) in Economics, Public Finance, or a related field preferred.
- Minimum of five years of experience in economic policy, public financial management, or fiscal analysis.
- Experience working in government, international organizations, or technical assistance projects.
- Strong analytical skills and the ability to communicate complex economic concepts effectively.
- Prior experience in small island economies, Pacific Island nations, or developing countries is an advantage.
Contract Details
- Duration: 2 years, with potential extension beyond 2027 (subject to funding and competitive bidding).
